Federation of Saint Kitts and Nevis National Assembly Passes Payment Systems and Services Act

The Act anchors payment system reform in cybersecurity; Minister Denzil Llewellyn Douglas signs on as GCSA Senior Advisor and Strategic Partner.

On 18 September 2026, the National Assembly of the Federation of Saint Kitts and Nevis passed the Payment Systems and Services Act. Anchored in cybersecurity, the Act aims to build a safer, more efficient, resilient, inclusive and competitive payment system, with emphasis on risk control, financial stability, public confidence in electronic payments, innovation and financial inclusion (including participation by non-bank institutions), and strengthened oversight of the Eastern Caribbean Currency Union (ECCU) payment ecosystem.

The day after the Act was passed, Minister Denzil Llewellyn Douglas, also Minister of Economic Development and International Trade, signed an agreement to serve as Senior Advisor and Strategic Partner of the Global Cybersecurity Alliance (GCSA, www.gcsa.org). The Alliance will assist the Government of Saint Kitts and Nevis in building an advanced payment system equipped with a cybersecurity shield, with cybersecurity at its core to comprehensively safeguard the secure and stable operation of the payment system.

Denzil Llewellyn Douglas

Served as Prime Minister for twenty years and has been continuously elected as a Member of Parliament for thirty-six years to date.

Currently Minister of Foreign Affairs, International Trade, Industry, Commerce, Consumer Affairs, Economic Development and Investment of Saint Kitts and Nevis.

The Federation of Saint Kitts and Nevis is a Commonwealth member state whose head of state is King Charles III.
