As artificial intelligence, big data, and other frontier digital technologies accelerate, the global cybersecurity landscape is undergoing profound and unprecedented change. The Global Cybersecurity Alliance (GCSA) recently held the First Global Security Forum successfully in Hong Kong.
The forum brought together government representatives, leaders of industry institutions, executives from leading technology companies, and renowned experts and scholars from many countries and regions. Participants held in-depth discussions on cyberspace governance, cross-border security cooperation, technological innovation, and inclusive development, reaching a series of landmark consensus outcomes.
On the sidelines of the forum, a representative of the Global Cybersecurity Alliance delivered a keynote speech, systematically elaborating on the Alliance’s evaluation of current global cybersecurity conditions, summarizing the forum’s core achievements, and defining actionable pathways and pragmatic cooperation priorities for future global cyberspace governance.

Distinguished guests, ladies and gentlemen,
Good day to you all.
A new round of scientific and technological revolution and industrial transformation is accelerating. Digital technologies such as artificial intelligence and big data are becoming deeply embedded across society. While they inject powerful momentum into global economic and social development, they also bring increasingly complex cybersecurity risks. Data security, technology misuse, and the digital divide have become global challenges that all countries must confront together.
Guided by the principles of openness, cooperation, and win-win outcomes, and dedicated to safeguarding global cyberspace and fostering the sound development of digital technology, we successfully convened the Inaugural Global Security Forum of the Global Cybersecurity Alliance. Bringing together diverse stakeholders—including governments, industry organizations, tech enterprises, and leading scholars—the forum facilitated vital discussions on cyberspace governance and built meaningful consensus on critical issues. I am pleased to share with you the forum’s core outcomes and our roadmap for future work.
In light of the broader trends of our time, participants reached a shared consensus: digitalization, networking, and intelligentization are irreversible. Cyberspace is a shared space for humanity, and its future should be shaped by countries around the world together. We must firmly uphold the three core principles of innovation, security, and inclusiveness—using innovation to unlock development momentum, security to reinforce the baseline for progress, and inclusiveness to achieve win-win outcomes—and work together for higher-quality development in cyberspace.
Around these three core directions, the forum clarified practical pathways for the development of global cyberspace:
First, innovation as a driving force: Strengthen research and development cooperation in key digital technologies, build innovation platforms, cultivate professional talent, and use technological innovation to solve security challenges and improve governance capacity.
Second, security as the baseline: Uphold a common, comprehensive, cooperative, and sustainable vision of global security; improve cross-border security collaboration mechanisms; combat cybercrime; and strengthen global cybersecurity defenses.
Third, inclusiveness as a shared objective: Increase support for digital development in developing countries, narrow the global digital divide, protect digital rights for all, and ensure that the benefits of digital technologies are shared by all humanity.
As a collaborative platform for global cybersecurity governance, the Alliance will take this forum as a new starting point and work to translate these areas of consensus into meaningful action:
Establish a regular platform for dialogue: Continue strengthening the forum mechanism, facilitate communication among stakeholders, and build greater international consensus and collective momentum for global governance.
Develop shared security standards and rules: Formulate scientifically grounded and inclusive global cybersecurity guidelines for key areas and contribute to a more effective governance framework.
Strengthen technology and capacity building: Mobilize global resources to help countries enhance their cybersecurity capabilities, while supporting developing countries in addressing gaps in digital development and security.
Deepen practical global cooperation: Work together to address cybersecurity challenges, oppose cyber hegemony and technological monopolies, and build a cooperative, mutually beneficial cyberspace.
Distinguished guests, ladies and gentlemen, the future of cyberspace is closely connected to the shared future of humanity. This forum has helped build consensus, but ensuring the secure and sustainable development of cyberspace will require continued cooperation among stakeholders worldwide.
The Global Cybersecurity Alliance therefore calls on all parties to move beyond their differences and deepen cooperation. Let us remain committed to innovation, security, and inclusiveness, take practical action to address emerging risks and challenges, and work together to build a cyberspace that is secure, stable, prosperous, open, and peaceful.
Looking ahead, the Alliance will remain true to its founding mission and continue to fulfil its responsibilities. We will serve as a bridge connecting stakeholders around the world and work alongside partners from every sector to promote innovation, security, and inclusive development in cyberspace. Together, we will ensure that digital technologies deliver greater benefits to people in every country and move forward towards a better digital future.
